Just up the road from me is Signal Hill, now it is mostly residential with only a few rigs with and a park with a couple of cool statues to remember what it once was...

 

Rootie, I know that Bettenhausen, Russo, and Ruby drove this car in 1961. Somehow the driver in this photo doesn't look like any of them. Is there someone else in the cockpit?

You're right, it doesn't look like any of those. Did some investigating and I believe it is Wayne Weiler, the second shot is of him in Hopkin's #15 1961 at least the helmet looks right anyway.
