It's a garder. Women in those day used them to hold up the top of their stockings before more advanced ways to hold them up and panty hose came along. It was a a long time fad to hang one from your interior mirror which in some cases meant that you were "close" enough to some lady to get hers. But most teenaged boys they hung them without having a lady just trying to brag.
