Jim, is it possible that's actually an oval somewhere without guardrails? Notice that the Huffaker has a front roll hoop (as well as a front bumper) which was a requirement sometimes with both supermodifieds and certain sprint car groups.

The Huffaker cars were based in San Francisco so it may also be on a northern California road course as you stated.

 

I remember as a kid thinking that these trucks were loaded with pies...

You're right it's either a CAMRA or a open comp race at Portland speedway. Not sure but my best guess would be Art Pollard in the roadster and Billy Foster in the RE.
