Agreed. They would not steal the thunder from the new 396 right away.

    From Wiki

"The engine was first used in Mickey Thompson's Z-06 Corvettes at Daytona in the 1963 Daytona 250 Miles - American Challenge Cup,[7] then in Smokey Yunick's Chevrolet 1963 Daytona 500 record-setting stock cars. This "secret" engine was a unique design incorporating aspects of both the W-series and the mid-1965 introduced Mark IV [6] referred to in sales literature as the "Turbo-Jet V8".

Yes there was a 427 in 1963 but in reality it had much that was not interchangeable with the 396 that came out in 1965. The “Mystery Motors” as they came to be known had casting numbers beginning in 0 to designate them as experimental and not regular production.
Ford cried foul when the Chevy 427 ran away with a new, blistering top speed in Daytona 500 qualifying saying it was not a production engine available to anyone. Bill France, head of NASCAR, backed up Ford’s argument and as a result GM sold an engine to Ford so the Chevy was legal to run Daytona. A few months later magazine articles were in print about the ‘63 Chevy 427 Mystery Motor and of course it was Ford that gave the writers and photographers access to the Chevy Mystery Motor.
