I believe this is the East African Safari Rally. It was an international rally that many of the big names in the rally world attended. This Comet is a really cool car. It was, I believe, a factory backed car.

That looks like that's what it is. Probably a little more accurate than the usual ratchet handle devise. Don't know any more about it though.
