    I didn’t find any description of that. Is it part of the radar for speed checks?

    I don't think so. It appears to be aimed to the side and fixed in that position. It looks more like a loudspeaker for ordering drivers to pull over when the cop pulled alongside. Police radar was in its infancy back then. They were pretty****bersome and were usually operated by one cop from a fixed position like an overpass or rooftop. The cop would radio to a nearby hidden patrol car when a scofflaw was detected.
