If it's like the house I grew up in, the well may be under there. People are in the way to see, but there may be an access plate in the middle.
Now - That's something you just don't see everyday in these back in the day period street scenes and if so then very rarely ... and I don't mean the watch tower nor snow on a watch tower .... but rather a 57 Buick just going around out and about on the streets, probably because they did'nt make all that many that year to begin with all across the board :
I don't think it clearly shows the door handle to be push button. It could definitely be the '49 pull-handle. However, the most obvious point that makes it a '49 is the parking light. On a 50, it is beneath the bar and above the bumper on the lower corner of the fender even slightly wrapping around. No parking lights there on a '49. Case closed
