Chicago’s Fire Commissioner Quinn saw a crew trimming trees using a “bucket truck” and he had the Fire Dept. garage modify one for fire fighting. Shortly after being put in service the boom was lettered “Quinn’s Snorkel”, so yes, Chicago had the first. Quinn served the FD for just under 50 years.
