All cars had to have fenders as they came from the factories was the point that was being enforced. It was after numerous incidents of broken windshields and paint damages due to road grime and rocks being thrown up in the air to land on the following cars and trucks. The open wheels were the culprits. When stopped and given a ticket, there was no way to tell how much the open wheel roadster weighed, so the ticket was issued. He should have done his homework before laying out all the money for a 2019 car that is not legal in Rhode Island where he lives. Then spending $ 10,000 for windshield wipers, emergency brake, and whatever. The shop that did those installations really saw him coming.
A friend of mine re-built a glass 33 for a customer. Guy bought it at a show. Had no clue that the car was a replica. He thought 32s had 350/350s and tilt columns. No clue what the body was made of. But that’s ok. He liked the car and was educated. But imagine trying to tell the DMV guy that Henry Ford was too cheap to use fenders in 32.
"Unbelievable", is what this guys attitude is. He's either a stuffed shirt gold chainer or a brat millennial. His take on life: he's clearly not responsible for any of his actions and everyone owes him. He's obviously got more money than brains. He's got 60 k into a kit car (way too much!) that he can't register because he didn't do his homework (and the out of state seller is to blame). He deserves everything he's getting now.
Oh my gosh ct..! Someone stole your fenders! Maybe he’s one of those folks who get “fenders” and “bumpers” mixed up like my kids used to. Seriously, it’s people like him that make a big stink on their own behalf and bring the unwanted attention of agencies and lawmakers to our peaceful little corner of the world.
Get ready for a lot more scrunity of our cars when we try to title, register, and/or plate them. Too many people want to force us to electric cars. There are probably many of us whose car wouldn't pass a strict interpretation of some law. I don't think mine would.
A lot of states have fender laws but seem to not be enforced....These repo bodies are nice but they are not Fords or Chevys or Mopars .... They need to be licensed by year of manufacture.... A 1932 Ford Brookville repo is not the real deal and should be titled as such...
Hello, Let's not get ahead of the curve here. Hot rods and customs/cruisers all fall under the guidelines of the local state DMV rules. Those are for everyone, new or old. Obviously, they are set up to create an even simple process of building, buying and/or registering any car. Hot rod or not. The DMV rules apply to all moving vehicles. In the early days, the roads weren’t as good as they are supposed to be today. So, there is less to throw up from the rear exposed tires. But, it still happens. The rules apply to keep everyone safe. The hot rod world is taking a set DMV ruling and pushing them a little farther with every modification and build. Luckily, no one is required to have a vehicle inspection of any vehicle to get it registered. There would be lines around every DMV office in the world. So, the rule is there, there is just no requirement to show your car for an inspection. Does anyone think an aluminum Moon Gas Tank, full of gas, in front of the car is street legal or safe? If every fender-less hot rod had to go to the DMV to register their builds, 90% would be asked to go home and make the changes. Does anyone want a CHP patrol car to stop every wide tire outside of a sedan or coupe to get a fix it ticket? (let alone those illegal 4x4 trucks with exposed tires and such) It also has nothing to do with individual rights or any of that thinking. Safety rules are safety rules. Just because “a cousin has a 55 Chevy with a Moon Tank in front,” does not make it safe or legal for daily driving or getting in accidents. Would you like a bumper tag from that exposed, Moon Tank against your family station wagon or prized hot rod sedan? Do you want a raised front end hot rod, climbing your radiator to get to your driver’s window in a fender bender? The guy made a mistake and wants everyone to feel sorry for him. But in our good old USA, we all follow rules… So, “ignorance of the rules” is not a justification of doing something illegal. YRMV
In this day and time when anyone can access the internet there is no excuse for not doing any research regarding what a 1932 Ford looked like when new and trying to blow smoke up the DMV's dress I about a dumb as you can get, the guy caused most of his trouble. It seems that if it's titled as a 2019 there would be a whole slew of safety and emissions requirements that are not typically found on or even doable to a specialty car. Interesting that they are basically only hung up on fenders. Hence, a perfect example of why a car should only be titled with the year it represents and not the year it was built.

Every Saturday I look at at least 50 cars that are breaking multiple California vehicle codes. City Police officers, Highway Patrol, etc have far to much to do than site these cars if they are minding their manners. If stopped for a true violation, ex: speeding, reckless driving etc and the driver cops an attitude he will probably be calling a flat tow to get it home or loose it. I’ve talked to officers about fenderless cars, raised pickups, too loud cars with no mufflers, MC too loud, etc and they all say the same thing…”mind your manners” …. be a jerk and you will not like the consequences because we hold the cards in the vehicle code game and we can all read. Small towns maybe different but in metro areas the above seems to be true..
If the CHP tried to pull me over quite frankly I would just keep driving. I live in Indiana they have no authority or jurisdiction over here! So no, I most definitely will not stop for them. How come people in California think the world revolves around them?

Darn near EVERY car came with fenders after 1904. The ones that didn't were simple chassis ordered for the customer to get a custom body installed.
