Can anyone tell me who this is? I want to know more! Also, do we have a thread on here dedicated just to snapshots of early speedsters?

Hello, Yes, Eiler Larsen was the odd ball person waving to a lot of cars from that particular corner for years. In the late 60s, the famous Pottery Shack Custom Pottery sales location commissioned a statue of him on the PCH sidewalk. So, people began to notice his presence elsewhere, although he never left his beloved corner at the shoreline. If any mom and kids were walking along the sidewalk, he greeted them although he looked a little shady and unkempt. So, the little kids shied away. As the years rolled on, it was becoming old hat. Some motorists did not like it that he sometimes stepped out in the roadway and pointed as well as waved. So horns honked creating some unusual times. Jnaki When we lived there, he was a fixture on that corner. My wife thought it was funny, but an odd thing to do everyday. He passed away in 1976 and memories are all people have of that period of time when "this odd guy with long hair, a left over from the hippie days started saying hello to everyone..." That may be the case, but it was an unusual part of Laguna Beach history.
The red and blue one is a stray cat receptacle. The class box is a loose change machine and rain shelter.
That line for licenses reminds me of when my friend went to California DMV to get his license. Hey, it was a big deal so a few of us went along. In those days (early 60's) the eye chart hung from the ceiling. The examiner always asked to read the smallest line. My friend kind of squinted and said "Made In Japan"...The examiner about fell over laughing.
