    That is a high build surfacerer/primer, not a sealer

    Im familiar with TCPglobal and House of Color. Arent they both in San Diego county Calif

    Yes, it is.

    When mixed with 2-parts reducer it is indeed a sealer.

    "Multipurpose primer offering the functionality of ‘3 products in 1’. Mix 4:1 for a primer filler, 4:1:1 for a primer surfacer or 4:1:2 for a primer sealer."

    I'm pretty sure they ship anywhere in the USA.

    I HIGHLY recommend them. I used their HP-5310 "Direct-to-Anything" 2-part epoxy high-build primer on my A sedan project. That stuff sticks to bare metal, filler and anything else, it's reasonable priced, and it's pretty easy to sand.
    Despite this being my first attempt with a spray gun, it turned out great.
