History Bumper What Car do they Fit

I found these bumper. Does anybody know want cars and year they fit? Thanks for the help.

The top bumper resembles about a 50 merc. Like 49/50 maybe 51

The top bumper has rubber gasket between the guard and the bumper. I only remember seeing this on British cars. Not sure if this is the same make or model, but is similar. A Humber

 

I can confirm that the first bumper is not 49-51 Mercury, I've got a bunch of those sitting here and they don't match up. How wide is it? It's hard to tell from the pics, but it looks pretty small to my eye.
