Those are wheels and tires for use on railroad tracks, autos were sometimes used by RR executives or crews for inspection of the right of way. Now there are Hi-Rail vehicles that can be driven over the road and the rail wheels lowered when at the worksite.

 

Was in a Willys first. Blower and engine in the trunk! Built in Compton and run at Lions.
