    hiloks are are whole different can of worms, theyre a fastener with a close tolerance or interference fit generally,so they do not spin in the hole or leak fuel or pressure, and have a out of round nut that snaps off at a specified torque. they also come in many variations,steel inconel,titanium,shear or tension but are very light weight usually with a small head and alloy nut but some are steel.they do have a allen key in the shank to stop spinning if they do close to torque snapoff,but there is no provision to hold the head whilst installing,Those plastic things you posted im pretty sure are called scrivets,in some of the older jets theyd use the to hold non structural stuff like installation blankets

    Or depending on which government agency you work for, maybe two or three months, or someone in the several levels of the purchasing department might decide to send you something else, or just not order anything at all and never tell you....
