Maybe about the time frame of that Harbor Blvd/Katella overpass. I don't remember an overpass at Katella and Harbor.
When the attendants jumped on the side of those cars they had their own throttle governor override.

You can tell it's electric at a glance because it doesn't have a drip pan under it.
