    It is a Morris Minor. Possibly the OHC model, or the later side valve.

    You can build most any kind of "custom build". Most states, if not all states, have rules to allow it. You have to have receipts for all major parts and comply with lighting rules. That is how hot rods get registered.
    I had quite a difficult time registering my JZR 3 wheeler build because I bought a stalled build and the receipts were not in my name and there was no "Certificate of Origin" for the kit. My wif searched the Fl. DMV and found an "invoice" from the factory would be accepted. I was able to get the factory to issue an invoice to me. I had to take my computer to DMV and show it to them to convince them.

    Insurance is a bigger problem than registration. Before spending a lot of money and several years to do a build check with your insurance company first.
