Looks to me like it was not the guy's first patch job on that frame. As bad as it looks, its probably a lot better then it was, and that patch might outlast the rest of the frame.
I've seen a lot worse patch jobs. The guy could have filled the empty space with expanding foam, then covered it with rubberized undercoating.

The GOOD news...we found the source of that "ticking" noise.

 

How many of you guys noticed this was Canada, not Britain?

 

The flag is a good hint,,,,,used between 1922-57 I think.

 

Those guys are showing WAYYY too much emotion in their expressions to be British.
