A lot depends on the "instpector". We just passed a full inspection on our 28. I had all lights, even turn signals, but no front plate, only a windshield - no wiper, no other windows, no belts, no bumpers, no hood, no fenders, no problem.
Its nearly impossible to tell whether you only use it for parades or club gatherings, or whether your club gathers nightly for 100 mile cruises. Its the same problem up here in Okie-land with farmers and farm tags.
