Introduced by State ***emblymembers Charlotte Vandervalk and Gary Chiusano, A.B. 2836 defines a street rod as an altered vehicle manufactured before 1949 and a custom as an altered vehicle at least 25 years old and manufactured after 1948. The bill allows kit cars and replica vehicles to be ***igned a certificate of ***le bearing the same model year designation the body of the vehicle most closely resembles. Why is it that whenever I see one of these pieces of legislation there is always that "limited use" clause that says it can't be a daily driver? Why are legislators so intent on us not using our old cars as transportation? If we can drive them to the show, parade, club meeting, etc., then why can't we drive them to work every day? The conspiracy theorist in me sees a day when these limited use clauses are applied first to cars that are over 50 years old. Then in a few years they'll make it anything older than 40 years. Then 30, then 20, then 10, until we are required by law to buy a new car every 5 years.

So we get to run blue dots. We get to ***le our fibergl*** 36 Ford with totally modern components as a 1936 Ford. We have a new NJ vanity plate to choose from (and pay an extra $50 for). How about the little t bucket/roadsters made from S10 frames/VW bodies/Junk yard motors? Well, I like the blue dot addition...
As the law reads now in NJ a car must meet the inspection standards based on the year of the motor, not the car. If the new law only holds street rods and customs to the equipment standards specified by law during the model year listed on the ***le of the vehicle. This is great news. Gary

You can avoid inspection altogether by registering a real old car as a Historic Vehicle (QQ). One time registration fee ($44 I believe) and a free triennial re-registration. This bill is for the fibergl*** hot rodders to gain from...interestingly enough most of those cars are already squared away and well engineered. I suppose it would be good to eliminate the emissions issue and get back to building old style horsepower.
Guess what!! If they ever decide to make hot rods illegal it will be a simple matter of bringing up the special plates on the computer and Komrad Officer will stop by and confi****e your vehicle that you registered to "protect it from legislation by using the vanity plate". it crossed my mind to build a gl*** car a few times, but i was always told it had to p*** inspection for the year built here in nj. that is totally nuts if it is true. even going by the year of the motor is kind of nuts. skotty did they stop the collector car reg? i thought they still had that?

With an older car I dont understand why you cant just register it normally and go through inspection at a gas station. Is the there a year cutoff for emissions? Gary
This is some research I did on the NJ QQ tagging for Historic Vehicles. There are many different ways to register older cars in NJ. Each one seems to have it’s unique restrictions and hoops to jump through. There are 3 registrations beyond the standard p***enger car registration that I’ll identify. For our evil purposes we will only be concerned with Historic Motor Vehicles. • Collector Motor Vehicle - limited production vehicle less that 25 years old. • Street Rod - Modified vehicle manufactured prior to 1949 and registered with the NSRA. • Historic Motor Vehicles - Any vehicle 25 years or older (1982 or prior). Here are some of the state statutes and administrative codes that define and regulate the operation of Historic Motor Vehicles in New Jersey. N.J.S.A. 39:3-27.3. Definitions As used in this act: "Historic Motor Vehicle" shall mean any motor vehicle which is at least 25 years old and which is owned as a collector's item and used solely for exhibition and educational purposes by the owner; N.J.S.A. 39:3-27.4. Historic motor vehicles; registration, license plates, Display Any owner of a historic motor vehicle who is a resident of this State may register such motor vehicle under the provisions of this act. Application for registering an historic vehicle shall be on forms prescribed by the director. Upon proper application and payment of the prescribed fee, the director shall issue a special non-conventional registration and special license plate for each historic motor vehicle registered in this State. Such registration and license plate shall be valid during the period of time that the vehicle is owned by the registrant. The fee for such registration and license plate shall be $25.00. The license plate shall bear the word "historic" and shall be of such design and colors as the director may determine. Notwithstanding the provisions of R.S.39:3-33 or any other law to the contrary, an owner of a vehicle registered as an historic vehicle, or any vehicle manufactured before 1945, shall not be required to display more than one special license plate issued for that vehicle, which plate shall be displayed on the rear of the vehicle. Historic Motor Vehicles General inspections are not required for historic or collector vehicles. To be cl***ified as a "historic motor vehicle" a vehicle must be: • At least 25 years old • Specially registered and display QQ plates. • 1945 and earlier models are required to display one plate on the rear of the vehicle. • 1946 and newer models will be issued two plates and both plates must be displayed, 1 on the front and one on the back of the vehicle. N.J.S.A. 39:8-1 Motor vehicle inspections, exceptions. N.J.S.A. 39:8-1. a. Every motor vehicle registered in this State which is used over any public road, street, or highway or any public or quasi-public property in this State, and every vehicle subject to enhanced inspection and maintenance programs pursuant to 40 C.F.R. s.51.356, except historic motor vehicles registered as such, collector motor vehicles designated as such pursuant to this subsection, and those vehicles over 8,500 pounds gross weight that are under the inspection jurisdiction of the commission pursuant to ***les 27 and 48 (as amended by this legislation) of the Revised Statutes, shall be inspected by designated examiners or at official inspection facilities to be designated by the commission or at licensed private inspection facilities. The commission shall adopt rules and regulations establishing a procedure for the designation of motor vehicles as collector motor vehicles, which designation shall include consideration by the commission of one or more of the following factors: the age of the vehicle, the number of such vehicles originally manufactured, the number of such vehicles that are currently in use, the total number of miles the vehicle has been driven, the number of miles the vehicle has been driven during the previous year or other period of time determined by the commission, and whether the vehicle has a collector cl***ification for insurance purposes. N.J.A.C. 13:20-7.2 Inspection of motor vehicles; test frequency; exempt vehicles a. Motor vehicles subject to inspection pursuant to N.J.S.A. 39:8-1 shall be inspected on a biennial basis, except as otherwise provided by law or regulation. b. The following vehicles, some of which may be subject to inspection under other provisions of law or regulation, shall be exempt from the inspection requirements of this subchapter. 1. Historic motor vehicles registered pursuant to N.J.S.A. 39:3-27.4. Those are the Laws and regulations. Now on to what we’re really looking for.....how do I cir***navigate the New Jersey Motor Vehicle Commission process and get my car on the road as painlessly as possible? To register your car as a Historic Motor Vehicle you need the following: • Appear at the main MVC Office in Trenton • The ***le in your name, • Proof of insurance (does not have to be specialty insurance), • Two (2) photos of your car (one (1) front and one (1) side shot), • $44 Dollars for registration and tags. Historic Motor Vehicles are issued the infamous QQ registration plates. There are advantages and disadvantages to this form of registration. Advantages: • No inspection • The $44 registration fee is for life • You will be sent a triennial renewal by MVC. • There is no fee ***ociated with the 3 year renewal (at this point). • No limitation on mileage. Disadvantages: • The vehicle may only be driven on/to Holidays, car shows, parades, display purposes, mechanical work, etc. • Obviously that limitation would depend on your ability to think on your feet when confronted by the local constabulary. A lot of people ***** about PA., but at least you can drive your rod all you want limited only by your Ins. on miles you put on it.
they didnt stop collector car but they have made it harder to obtain for certain vehicles. i have it on my 93 s10 thats a show truck. i ve had it for years. but they would never allow me to get it at the moment. im grandfathered in. nothing like changing the rules as they go along.
