A friend of mine, who is a private detective, tracked down some info on the owner. It turns out he built this car so his whole family could go on rod runs together with their car club, "the Rumbling Hardass Felons".

Very practical response to the gas crisis. One club, one car. Nobody's in for more than a few bucks for gas. We'll all be scrapping our cars and buying into great schemes like this, I imagine.
