    California Lawmaker Trying to Sneak by a Bill to Require ANNUAL Emissions Tests for Vehicles
    15-Years Old and Older

    Committee Hearing set for August 28. Call Now!!!

    In an effort to avoid public scrutiny, California ***emblyman Dave Jones (***emblymember.jones@***embly.ca.gov) has amended a completely unrelated bill with language to require annual Smog check inspections for vehicles 15-years old and older. This represents an obvious attempt to sneak through legislation in the closing days of the legislative session that had been previously defeated (A.B. 616). The new bill is designated as A.B. 3053.

    While pre-1976 motor vehicles would remain exempt under existing California law, this proposal ignores the fact that vehicles 15-years old and older still cons***ute a small portion of the overall vehicle population and are a poor source from which to look for emissions reduction. Furthermore, the bill would direct that the funds generated through annual inspection fees be used to s**** older cars. This represents another attempt by California legislators and regulators to scapegoat older cars.

    This is the type of activity that fuels distrust in public officials. SEMA caught this lawmaker’s underhanded attempt to cir***vent public process and is now calling on you to help defeat A.B 3053 before it’s too late.

    thanks guys, I was just jumping on here to post about this as I'd just gotten through reading the email alert I got. If I recall correctly, you have to go to each senator's web page from the CA.gov website for them to be able to receive the email. This is complete BS for them to hush-hush COMPLETELY change the bill at the last second!!!

    I called every number on this list. All you have to do is ask the Senator to oppose AB 3053. They will tally the number of calls they get for or against and the each Senator should use this info to way thier decision.

    just sent an email through yahoo, only the cedillo and torlakson emails got kicked back, so far. maybe they do go through...

    and maybe I'm going through and calling, as well. Roy Ashburn and George Runner are opposing it according to their offices.

    it really is that easy, according to the call log on my phone it took me 10 minutes to get through all of the numbers, your response to their greeting just needs to be "I'm calling in strong opposition to AB 3053", some take your name and/or zip/city and say thank you and you're done!

    I don't see that anywhere, but even if that's true, it's a foot in the door to older cars. Don't EVER let politicians step on you without your consent. Especially by sneaking **** into an unrelated bill.

    Seriously, it just takes a minute to scribe a brief, ***ertive message to all of these addresses. I wrote just a few lines and wrote "oppose A.B. 3053" in the subject line.

    I also BCC'd my other 2 email add'ys so I could just click reply to all and send it off again...

    This is a disgusting slap in the face to a hobby that, by the way, contributes a greatly underestimated amount of money to the economy.

    the bill adds funding to junk old cars, a**** other things. I'm most strongly opposed to HOW they went about rewriting the bill at the very last minute. It's also a foot in the door to getting to the pre-76 vehicles, as well.

    The only one that "bounced" back was for Gilbert Cedillo.
    No surprise there,he's the same f#cker that wants to give Illegals drivers licenses!

    The current law exempts pre 76. This bill and others that they have tried to sneek in would require all pre 76 vehicles to do the inspections. At this point it would be an inspection only with no p*** or fail requirements. But when this was done here in the state before, the info they gathered was used to set standards for previously exempt vehicles and then applied to the inspections later to force these vehicles to meet min. requirements.

    This is an attempt to compile data to use againt the hobby lobbiests and show how this testing would reduce emissions.

    And the main reason it will generate more revinew for the state.

    When they start applying emission standards to hotrods they will put restrictions on engine replacment and force you through huge piles of red tape if you have a power plant other then stock. One of those requirements will be to test to the year of the engine. If you have a 80's crate engine in your model A, It doesn't seem fair to test it to 1980's standards. Especialy if the people making that decision are not hotroders.
    Do you want to start putting vapor recovery systems on your roadster?
    How about catolitic converters on the zoomies of your g***er?

    I have said it before last time this was up (seems like only a couple months ago?), this kind of law is just asinine and off the mark! This coming from someone who lives in Berkeley and even has a Prius for the family car. Just a bunch of misguided fruitless **** and probably a thinly disguised effort to increase revenues for whatever reason. More revenue is probably the biggest reason why it might have a pretty good chance of sticking this go around as they can't seem to get their **** together to actually make a real budget that works.

    But, regardless of this law, this kind of sneaky back door politics is totally unacceptable and worth fighting for that alone. This kind of **** is what has to stop, not a very very few people driving some older cars that just don't really amount to much in the big picture. We need to p*** some laws to have bills presented and voted on on their own merit, not snuck in to something that doesn't even have anything to do with it. This is the kind of stuff that has to stop. I think I will be mentioning that in my messages as well.

    This really kind of pisses me off to be honest.

    Don't forget to respond to this. Not everyone can afford a new car/truck. Plus, doing an annual check is another bunch of money paid to the rich boys. Make phone calls this morning.

    Historic note here; When the California Air Resources Board (CARB) came up with the first set of standards for clean air, the performance industry jumped into the fray and HOT ROD, CAR CRAFT, POP HOT ROD and even MOTOR TREND did stories on SBC motors that met and exceeded CARB standards on emissions. So, the tree huggers came up with an addendum to the CARB standards that included a VISUAL CHECK. In other words, if the engines didn't look stock, they wouldn't even be tested.

    Environmentalists are fast becoming the strongest special interest group at the state and local levels. In California, they have as much or more clout then trial lawyers!
