Here's what I would up doing for a Lincoln 220V welder I bought. I installed the correct receptical in the garage and ran armored 10-3 ga about 45 feet into a junction box in the laundry room. In the junction box, I spliced in a 10-3 ga dryer cord. When I want to use the welder, I unplug the dryer and plug in the new line. The line for the dryer is 10-3 and has a double-pole 30A breaker. I am getting a lotta **** for this on another site but I think it is OK since all wire sizes match and the breaker is right. The only thing I don't like is having to connect the stranded wire form the cord to solid wire with wire nuts. I originally wanted to use a terminal block but the local elecrical supply would only order them in quan***ies of 40.

I'm a licensed master electrician,I find some of this advice pretty good and some not so good.
On the extension cord,10-3 SO cord which is the heavy duty black stuff is about $2.75 a foot at an electrical supply house,it's rated for 600 volts.SJO type rated at 300 volts and is adequate for home welder use, about $2.25 a foot right now. This is 30 amp ,it's ok to use a dryer recptacple and plug instead of the way more expensive twist lock devices. House voltage is 240/120,it may vary slightly.
Make sure you're connections are made up properly, use the correct breaker for your panel.
The code provides for derating wire ampacity depending on the welder duty cycle, but it best for the home owner electrician to size the wire to the maximum amps listed on the welder data plate.
If you have a fire, and the insurance company finds wiring in violation with the various codes, they may find you at fault and reduce the insurance award. You also could be sued if someone is injured.
Do it right or don't do it all.

So then it's OK to just make a long extension cord like others here have done and plug it into the dryer receptical?
