California new plate laws on july 1 2009?

    I have heard it mentioned here and on other forums that as of July 1st it will be easier for us to use vintage plates...but I can not find any hard proof or wording of the new rule/law.

    Ugh i hate DMV for this. I'm having a hell of a time using the plates already registered to the car. Mine doesn't have the year sticker though. I am actually doing all of this in TAFT.

    do NOT do it in TAFT!!!!!!!

    they are a nice DMV but do NOT let you use old plates WHAT SO EVER!!!!

    each DMV interpets the law differently.

    EDIT: actually i think the lady that wears the white lab coat told me once she could have let me keep the old plate if the vehicle was still in the system but since it was not in the system no go.

    The guy that works there will not put old plates on anything...and the other two normally go to the guy for answers on plate stuff.

    you might try printing up the law and taking it with you but who knows if that will even work.

    I bought 1934 plates off of Ebay, made an appointment with DMV online, went to DMV with my "new" YOM plates and my old plates at my appointment time, paid a $35 fee for the paperwork change-over and I was in and out in less than 15 minutes. Done.

    They are letting me do it I just have to get a statement of facts from the previous owner, which is in the mail. Know why that lady always wears a lab coat? I thought that was strange.

    Model Year Date License Plates

    <!-- #EndEditable --><!-- #BeginEditable "section_number" -->5004.1<!-- #EndEditable -->. <!-- #BeginEditable "section_content" -->(a) (1) ( )<SUP>1</SUP> An owner of a vehicle that is a 1969 or older model-year vehicle or the owner of a commercial vehicle or a pickup truck that is a 1972 or older model-year may, after the requirements for the registration of the vehicle are complied with and with the approval of the department, utilize license plates of this state with the date of year corresponding to the model-year date when the vehicle was manufactured, if the model-year date license plate is legible and serviceable, as determined by the department, in lieu of the license plates otherwise required by this code.(2) The department may consult with an organization of old car hobbyists in determining whether the date of year of the license plate corresponds to the model-year date when the vehicle was manufactured.<!-- #EndEditable -->

  9. Weird, how things differ. I paid $12 but it took 2 hours, the lady was *****ing and moaning about having to deal with YOM plates, and at some point told me it couldnt be done.

    I am armed with a print out of the law and at lunch today I am going in to try and get my black plate put on my 66 shovelhead...hopefully the law applies to motorcycles to.
     
  14. This new law works essentially the same way as the existing one. After July 1, 2009 they are simply expanding the cutoff year to 1969, or 1972 for trucks. Previous cutoff year was '62. They are including the black/yellow 1963 issue plates under this new law.

    Looks like the application is going up to $45 from $35 also...

    It covers all vehicles '63-'69.
    From all that I've read ,Black plate registration starts July 1.
    Let us know if you were able to do it.

    I was not able to get my black plate on my 66 shovelhead.

    At first they were saying I had to prove that the plate belongs to the bike.
    I tried to tell them that is not right and that I have a print up off of the DMV site. At first they did not even want to look at my print up. Eventually they looked at my print up and went to the web to confirm that is what it says then they looked it up in the book and the book has the old years something like 63 and back so they still said no.

    I asked if they have heard of maybe the printout that I had was what was going into effect in July and they said they had no clue that they just go off what is in there book.

    I was polite as were they and one of the girls said she will talk to her sister who works at a different DMV to see if they handle it differently.

    oh well...my bike will not be on the road till right around July anyways but come July those of you with plates be prepared for the DMV to not be prepared.

    Weird my 66 buick has black with yellow plates and I registered no problem months ago.

    In Taft? was the car already in the system with the old plate? If so moving it to your name with the old plate is not a problem.

    I have a white plate on my 66 shovelhead. I am wanting to change it to the black/gold plate which is yom correct.

    i like how they read it up online, then an old book and say "sorry". hmmmmm, does it take longer to print a book? ya just never know what you're gonna get at DMV.

    yeah...it appears so. I have heard of people being able to switch over to black/gold plates already so I wanted to see if I could.

    I mainly went in also to see if they had even heard of the law change that is coming up and they have not.

    that and I had to pay my registration today anyways so it was not a waste.

    i dig the DMV in Bakersfield on Schirra but theyre closed til june or july for remodel. I just go in and have no problems. Downtown bakersfield ****s because the area. They get all the tweakers and are in bad moods 100% of the time.

    one of the DMV's in bako is registering the kikker 5150 bobber pit bike things as street legal...I need to figure out which one. I want to get one for my wife...

    Your one of the lucky ones. I went last Friday to get my 1956/1960 sticker plates registered to the car. First she tells me you just cant go around put whatever plates you want on a car. I showed her the 352 form I just downloaded of the dmv website and filled out, She tosses that back at me and told me that form was out of date(it has a revision date stamp at the bottom stamped 2009) she waddles over to get me the new up to date form(this one with a revision date of 2002) and makes me fill it out. She then takes my YOM plates and the "new" form over to her supervisor where they look at the plates and laugh and just kinda point in my direction. after about 20 min, she makes photo copies of the plates hands me back the plates and tells me they have to forward all the paperwork to Sacramento because they dont know how to handle the YOM paperwork. I paid the 35.00 so hopefully I will hear something soon. So now I wait for info from Sacramento. :(

    Most DMV's are like this...they all interpret the law/rules differently and even people within the same DMV treat the laws/rules differently.

    They have a lot of oddball **** to deal with and I imagine they get next to no training...that and working for the State of CA right now = low morale due to the budget fiasco.

    Which means it gets taken out on us. I am going to use a vacation day on July first and start at the Taft DMV. If I get no luck there I will try and make them call for clarification...if that is a no go I will head to Bakersfield and the long *** lines that DMV has.
     
  26. The DMV is a **** shoot. They don't see lots of YOM requests. If you get someone who knows what they are it's no problem. If you get someone who's never done them they either throw every reason you can't use the plates at you or they ask (novel at the DMV) a supervisor. Even then they still may screw it up, I got the wrong sticker for mine, they should say YOM down the side, but the DMV in Sacramento sends YOM some years and standard some years when I renew.

    I found the DMV handbook online Chapter 14 has YOM related information. I am going to print that up for July if they update it...last update was 07.

    I am now searching for the YOM online form(s) as I will have them filled out

    and i will print up the vehicle code that pertains to the YOM plates.

    Figure if I go in with all of that and nicely talk to them on July First I might get somewhere. hehe


    Chapter 14 Handbook of Registration Procedures

    14.100 Year of Manufacture Model Year Date Plates (VC §5004.1)

    Year of Manufacture (YOM) license plates are any officially manufactured California license plates issued prior to 1963 that are determined to be legible and serviceable by the DMV. YOM plates may be ***igned in lieu of regular license plates to any currently registered 1962 or older year model motor vehicle or trailer of a corresponding model year.

    Kit cars of vintage automobiles (a replica of a 1928 vehicle for example) do not qualify for YOM plates. Vehicles with YOM plates have full operating privileges and are not restricted to participation in historical vehicle activities.

    The plates must be supplied by the vehicle owner and authenticated by DMV personnel. Base year plates must have the appropriate year validation sticker attached to the plate to be authenticated as other than the base year (for example, a 1956 plate with a 1958 sticker equals a 1958 plate).

    I might have had better luck than you because I made an appointment online first. Maybe they had a better idea of my needs first and were better prepared or at least ***igned my "case" to someone who would be the best able to help.
    The process was swift, they issued me a temporary registration, and when my real registration came in the mail it came with the little metal tag so the yearly registration wouldn't have to be places on the license plate.
    Anyways, maybe making an appointment would make things go smoother for you........

    My brother and I have done it here in Santa Maria on almost every car we've had. As long as you have a matching pair in good condition and give back the current plates you should'nt have a problem.
