Having done many of these when I worked in a spring shop, the critical part is not only rolling the eye square to the leaf and consistantly round, but in quenching it to avoid losing the temper. Not yours, the steel's. You also need a way to cut the end at the correct angle so it will merge with the leaf. The spring shop's bender was a simplified bender that had a serrated curved shoe that gripped the end of the leaf and rotated it around the eye mandrel. Bending temp was by eye; usually yellow-orange.
