Im about to rebuild two holley 94's for my 49 flathead. I will be running a fenton intake with the two pre mentioned holleys and a direct linkage. I have read on here you either need to put smaller throttle valves in both and or a block off throttle valve in the secondary. My question is which one should I go with? If its the smaller, which size? Any help would be greatly appreciated.

Your talking about the spark control valve @ the end of the carb
Just put in block offs instead of "power valves"
I just did that in mine that I got from Dick...

Power valves are completely different and located between the base and main body.
