It is a stock item used between the engine and transmission to mount the starter. I forget the specifics but while the plates have the same hole patterns from Chrysler, Dodge, and Desoto, they have different thicknesses by make.
All of the 51 to 58 early Hemi's, and poly type Mopar V-8 engines were the same bolt pattern, the 58 to 61 big blocks have a different bolt pattern. All of these engines had extended crank shafts, and they used their own version of the spacers with the automatic transmissions. I have seen one cut off even with the bottom of the block to run a later small block trans but it wouldn't have the proper dowel pin locations so I don't advise trying it. The pictures show the spacer on the back of a 1954 Chrysler 331, the extended crank on a 1960 Dodge 318, and a big block bell housing compared to one of the Hemi bells.
