Agreed, the subcode number written on the citation seems to have nothing whatsoever to do with noise. "17.108.130 Penalties. Either way, I think the law is against you. If ANYTHING you do inside your home can be heard past the property line, you are breaking the law. Oh, noise standards and decibel limits are defined in "CHAPTER 17.84 PERFORMANCE STANDARDS".

I doubt code enforcement got a complaint from anybody, usually they just drve around and around a neighborhood until they see something worth picking at. Thats how they are around here.
seems to me a reasonable person seeing a noise citation without a decible reading, with a broad statement regarding a prohibition against use of noisey equipment would regard it as pretty bogus especially with the incorrect code cited. Your lovely muncipality's codes are all on the web. I wouldn't take a trip to city hall without doing some home work first, to become familiar with the codes, the enforcemet there of and the penalties involved. How does the codes guy get to be compaintant, enforcment, and sentencer all wrapped up in one person??? Seems to vest a lot of power, (and ability to har***) in one person. But this should boil down to the fact that it the wrong code, and if it is a oise issue with out a measurment, it's bogus. Saying that, the guy may be cruising your location on a more frequent basis, so some abatement might be wise on your part. It would also be reasonable to give you a cease and dissest edict before a citation could be written.
I dunno. I live in one of the most snot hole snooty areas here and dont have any trouble. When I moved here 30 years ago it was in the middle of NFW (no ****ing where) and now everyone followed. Ruined a perfectly good place to live. Anyway, since I am one of the originals in my neighborhood I know everyone. I make it a point to make friends and be friendly. I never leave project cars out front and dont make noise past 8PM. I have never had a complaint and I know that listening to an air compressor and grinder for a few hours is annoying, but my neighbors are cool I always make it a point to help them on projects, loan them a tool or two or put their car on the lift to rotate their tires. Some may say its a ***** way out, but a little surgar and nice goes a long way. Even from an ***hole like me
It is most likely a new neighbor. I have problems now with a new neighbor that I have never had until they moved in. Same ****, City being called about parked vehicles and trailer and such. Even the city worker told me they had a complaint. I know the city of Corona ****s. I have family there and I worked on a construction site there. They used to complain about noise on the construction site too. Hello, It's a construction site. That city is wack.
alright i got tired of reading. i live in pedley, ca bro so i am not to far from you. how long you been in corona? riverside county used to be cool with alot of stuff but alot of people have moved in here now who tried to take it to far and that's why they are like dogs now. i got called on by a neighbor thought i called on him. they came over and hit me for not permitted buildings. i built two shops. we were cool to them and they said either get your cars that are out side of the buildings running or put them in side and get your permits. and as for all the stuff i had they said just put up wood fence so they cant see my stuff. just be cool with them. go down there and talk to the guy in charge take your grinder with you and show him what you were using when you got sited. tell them its your hobby. even ask him to come over so you can show him what you are doing, to see for him self you have a right to have one. maybe even go ask your neighbors next to you if they have a problem with your grinding, but be cool about and if they don't ask them to sign a letter saying it. they will work with you if you be cool with them. they can be ****s but some times they are good to have when some one in the neighborhood is trying to take it to far. i do alot on my property but i have a 1/2. i do everything from grinding to doing a complete paint job. i am just cool about it. i take care of my neighbors. either by watching there homes when they are not around or giving them all my fish when i go fishing. and i dont even like them.
Ok, first question.....next door there is an *** load of construction going on, and they pick on YOU saying that you are making to much noise?? And advice wise. Tell them to **** off. STart with the city guy and tell him to deliver the message to who ever complained. 1shot
This has been an interesting thread. I've had some problems in the past with code enforcement, regarding my cars; which I attribute to new neighbors, we are going to buy this house and change the neighborhood mentality. I'm going to buy a decibel meter, I work outside and it might be worthwhile to see how noisy I am. Hell, if there is a complaint and someone comes out, I can tell them how load the noise was; that would make it more interesting, especially if it was within the code.
Seems to me that if you actually get cited, the ball is in their court to define "excessive" ... would think any lawyer could have them chasing their tails on that point. But the question is, do you really want to start that fight? It may cost money and a lot of time in the long run and what do you gain when you're done... On the bright side, your warning is meaningless if it refers to the wrong statute, so if they come back and cite you and the correct procedure requires them to issue a warning first, you could get the codes people in trouble that way, or at least get it thrown out.
Almost every person that drives by my house loves to see my progress on my truck. People always stop and chat and are interested to see how far I come along with my project week to week. I have seriously been doing this kind of stuff in my garage for almost 7 years with absolutely no complaints, and all of a sudden this happens. I think I may have figured it out. So my neighbor has a bunch of constuction going on at his place. And my neighbor and another guy up the street always **** heads. They dont like eachother...but I have always got along with both. What im starting to think happened was the neighbor up the street anonymously called in for the noise from the construction and I just happened to be out there at the same time and took the heat for it. Right after i got my citation the code enforcment guy got another call that my neighbors trash cans were too far into the street and blocking traffic(which they werent), but I think this guys just trying to cause problems for my neighbor and I happened to get caught in the middle of it.

as a former city employee, and having much experience with the personnel in both code enforcement AND police, i can tell you FOR SURE that YOU WILL LOSE when it comes to going to war with the city. you gotta understand that almost every code enforcement officer is on a trip and couldn't make it as a cop. piss these guys off and they will make your life a living hell. the best thing to do, as stated, is to have a VERY CIVIL conversation with the fellow who issued the citation and ask him what you can do to avoid any issues in the future. you have to understand how this stuff works. case in point: we have an 8 second drag roadster. we also have a real uptight neighbor who is still harboring a grudge from when i accidentally shot his window with a bb gun over 25 years ago. we would unload the car from the trailer push it into position, fire it up and drive it up the driveway. i would say the car was running no more than 20 seconds. granted, its pretty loud, but its 20 seconds. homeboy would come ripping outta the house cussing us out and threatening to call the cops. eventually he did. being that my dad and i both had long standing relationships with the police department (dad was a fleet manager and i was a fleet mechanic) they were cool about it. just doing their job. so i called the head cheese at the PD and asked about "curfew" and all of those myths. his response was that "unreasonable noise" is relative and ANYONE can call at ANY TIME to complain about ANY NOISE that they feel is unreasonable. from that day forward, we figgered a different way to get the car into the garage. is it a pain in the ***? yes. but life is much more peaceful. take the high road. you'll be glad you did.

To cite you for noise ordinance, a certified, calibrated decibel meter must be used and administered by a certified operator, and usually three reading are taken, with the average used to establish level. Get the code written on the warning and learn it back to front. Find out who administers the reading and make sure they have a current certification with them if they do indeed come out. Most of the time, it is some community police person starting trouble, but in any case, don't let them ******** you. Even cops try, just to make the complaint-ant happy. If you sound like you know what you are talkign about, they won't press it, costs them too much.

Try installing an window air conditioner, sound proofing you shop. I used 8 inches on fibergl*** insulation in the wall and 1/inch plywood paneling inside- this captures both the high and low sounds. My furniture shop is 200 feet from my neighbors house and he works nights and sleeps days, he does not hear any thing from my side of the lot line except couple time a year the delivery truck delivers my oak lumber.

Maybe you have an old crusty neighbor that called the police, maybe a young couple with a newborn, maybe a code enforcement officer who got beat up in high school by a kid with a hot rod and he's out for revenge. Regardless, fighting will be fruitless. This is a great thread to illustrate a point. You MUST check the zoning and town ordinances in advance when you are looking to buy or rent.

Learn that now, or regret it later. All neighborhoods aren't populated by whining *****es. I have seven cars...all registered except one. Three have no plates (Terminated insurance and turned in plates, but still REGISTERED). Code says that you can legally only have one unREGISTERED vehicle out side on the property. I keep them all on my driveway, and next to the garage. My next door neighibor called Code Enforcement on me every Spring for 3 years. Officer came out and checked...every Spring for 3 years. FINALLY got sick of the ****, after the last time, and moved all four vehicles up to the very edge of the property line, RIGHT NEXT to his driveway, and left them there until we left for the Winter. The guy called Code Enforcement and was really, REALLY, PISSED!!! I could here him on the phone...he was in his driveway. Code Enforcement told him that I had a legal right to park my legally registered (and one unregistered) vehicles anywhere on the property that I wanted, and if he called about this anymore, they'd site HIM for har***ment. That was the end of that, and there haven't been any more calls (in the 2 years since) on the cars that are now, again, parked in my driveway. BTW, the guy's a Lawyer...
lived in a area of stockton that had a H.O.A., one guy on the board thought he'd be the enforcer, got called on my '40 suburban was illegaly parked etc. so one sunday morning i fired it up ,leaky trans and all, drove over to his house to show him that it did run, left about a qt. of trans fluid in front of his house, didn't get to many calls after that.RD

A few years back I was doing some work in RI and on route to the job site there was this house that the owner made a fence out of junk motorcycles., I thaught it was cool but Im sure some people's skin would crawl and blood boil. Personally Id find out who called, politely talk to him. Tell him your thinking of selling your house to this pervert who just got out of jail, His name is Mr.Mc Feelme.
