Just reading my new SEMA "Driving Force". Looks like Big Brother DMV is at it again. Begginning today, DMV sez if you lied on the ***le application for your '32 Ford roadster, you have until December 31, 2010 to fess up or face up to a $4000 fine plus they take your ***le. If ya fess up this year, you will fall into the "Amnesty catagory". What if a Californian bought a turn key '33 from Virginia with a '33 Ford Virginia ***le ? The SoCal '32 Roadster got a GM Green LS3 engine, $7,900 plus $5K to install. If you Rod will not p*** emmisions, ya gotta go this route.....duh ? Does this mean Cal DMV will be doing door knocks with "Rod experts" in hand ?? Cal needs bucks...broke again. But looks like they will run the Street Rod industry & hobby out of the State. What will Jay Leno do ?? Accordimng to the CHP, they not only will take your ***le, if you have bogus vin# they can send your car to the crusher and you might end up in jail. There is going to be a conversion kit also available that consists mainly of elect. fuel injection with exhaust and cats. Also a smog legal grate engine you can buy for GM. Its not cheap either. I'm sure glad I got the smog exemption now but if I build another one it sure won't be in sunny So.Cal.
That's just more inspiration to get the hell out of this ****py over-taxed, over-priced state. California ****s.

ive always wanted to open a hot rod shop in s. ca. but thats the main reason i wont. more damn car and bike laws than is reasonable.god i love the south.we can pretty much do what we want to a hot rod or bike and the law mostly dont mess with ya.ive been stop in the last ten yrs at least 2 dozen times and yet to be gien a ticket. no plates, taillite or headlite out and even speeding. and most times it was to just look at the car.have always been told to take her home.
So... people cheat the system, get caught and then get pissed? Seems like if you take the risk, you have to take the payout. Good or bad.
Yup, and all of the ***le and VIN related shenanigans are felonies. As far as I am concerned, if you are willing to commit a felony to have a car on the road, I don't want you in my state, my hobby, or my business. You will ruin it for everyone.
The only problem with the complainers leaving CA is that Nevada is right next door.... They're most likely just gonna come here and complain about life here I've never understood why it's such a bad thing to ***le and register a car for what it is...... Unless it's a question of shame or embarr***ment. Or... What???? Is it to avoid smog requirements? It's pretty easy to use a vintage engine, if that's what the issue is..???..
Gee, I've always had legally registered hot rods since 1966. Look at all the drama I've missed out on by doing things in a legal and honest way!!!
I like the hard core at***ude - BUT what the new law means is that every car built with a custom frame is now in violation of the law. Be it American Stamping rails or a homemade T-bucket frame. This is, if strictly enforced, disastrous for the owners and ch***is builders in Cali. We are not supposed to get political here but now would be a good time to contact your local politician and get this overturned.
Maybe someone on here can access the exact wording of the statute in question,then we can get someone on here to put it into plain english then we can?..
That is completely incorrect. Check your facts, please. SEMA is comprised of the guys that build and sell those ch***is. They worked with the DMV to get this done.

***le issues aside, the way I think the law is written is that if you have a "new construction" vehicle (i.e., Brookeville body, TCI frame, etc) that you are registering (honestly) for the first time, unless you're lucky enough to be first in line for one of those 500 smog exemptions, you must then install that "official state approved" GM crate engine and cats at nearly $13,000! And that's the only way you will p*** smog and get your ***le. Is that right?
It is very simple. If you change the frame on a car the car becomes legaly a "Special Construction" vehicle and all smog laws pertaining to the year the frame was built will apply. Cali does not have a engine year smog law. So if you bought a black plate 32 Ford in 1966 and in 1998 updated the car to a TCI ch***is you would have needed to reregister your car as a 1998 Special Construction. If you did not do that this new law will give authorities the right to make you pay and eventually take your car away. If you bought a 31 coupe and channeled it over a homemade frame and licensed the car as a 31 Ford you are in violation of the law and you need to reregister as a 2009 Special construction. How many cars in Cali run around on custom frames? The DMV is going to be fat with cash when this is over.
i agree , get the whole law, post it and mabe a lawer type will tell you what exactly it means. in real english. i'm shure there is a few on here.

You guys all realize, that certain builders, (not to Boyd mention any Coddington names mind you), but certain builders made it a habbit to build new aluminum or fibergl*** cars and consistantly p*** them off as original Ford tin. As a result, the legislature has had no choice, but to stop this *******ization of the smog and vehicle codes and laws. So, there you have it. It is necessary to create law that stops the bad guys. If you're a bad guy, then get right with the law. End of discussion.
Tell me what is incorrect about this. The law about custom frames has been on the books forever. Since the eighties if I remember correctly. It is illegal to stamp VIN numbers into frames. How can you legally take your 31 coupe on a custom frame to the DMV and not be a Special Construction? You used to get away with calling it a 31 but those days are now over. I hope that your Muntz sits on an original frame...
No it doesn't. There was no part of the frame that was salvagable. It is a custom frame. I own two cars with custom frames, and they are both ***led and registered as to the year of the body that sits on them, with their VIN's intact, and they are both legal and have been verified by the California Highway Patrol. OK, I need to get back out to my garage now, and finish putting my motor back together...
Been putting beans on the table for almost 30 years building custom 32/48 Ford ch***is, maybe my time is coming to an end. I will be loading a Brookville 32 pkg car on a transport heading for CA. within the hour. ?????????????????
These verifications are what is being questioned now. We all enjoyed a certain leeway when it came to registering our cars. Instead of grandfathering all cars built before 2010 this fascist law is retroactive and I would not be surprised if in the future there will be payouts to informants who turn us scofflaws in...
