I think it became a ***le state some time during the early to mid 80's. I can't find an exact date for you.
M***achusetts introduced motor vehicle ***les in the early 70s.....72?....73? Until then the law regarded the registered owner as the legal owner. And, possession was 9/10s. When the law went into effect there was a mad rush to get ***les. It was rather easy, in the days before computers, to get a ***le for a car you did not own. A little deception, a bogus bill of sale and a gullible Registry of Motor Vehicles (DMV to most) clerk. I had Corvettes and Porsches in my inventory, unregistered, used cars, Many attempts to generate a ***le by con men. The whole program was a mess. But, what else do you expect from Taxachusetts?
!972 ***les started for everything except the older cars.I don`t know what year old car but I applied for a ***le for my T sedan and they laughed at me.They told me it was a waste of money and no one would ever look for it. I explained I was trying to sell the car and if an out of state buyer wanted it,they would want a ***le. I did get it. Later on when they realized they were losing revenue they required ***les for all vehicles.

yes taxachusetts used to be a non ***le state ,you can get ***les for vehicles with a registration from the last owner to register a vehicle from a non ***le state alabama , Nh and i believe maine and maybe Ny
In NH anything over 15 years old dosn't require a ***le. Rhode Island is 10 years. Not sure about other states.
I figured you had something to do with all of this!! I have also heard that trucks were always ***led from the dealers! I may be wrong on this though...
Up until a couple of years ago you could apply for a "***le Only" in M*** using a bill of sale. That was great!
In NH if you doen't have a ***le they make you have a form filled out by a dealer, Inspection station or the police to verify the vin.#
