That's Clifton Hill in Niagara Falls Ontario.
It is a advertisement for the nearby "Daredevil" Museum, for all those nuts who crossed over the falls on a wire, or went over in a barrel.

 

I used to work in the tall office building in downtown Salt Lake City that would be in the background of this picture if it were taken 35 or so years later.

 

here's one i found, it's not too old but cool nonetheless
