It looks like a stencil of some sort to me. I'm going to cut it out and keep it, I think it's neat.

 

I would guess if anything, it's RAT poop.

 

It might not be so bad on a baked potato with some sour cream & chives.

I'm pretty sure its an old iron-on for a t-shirt. They were available in the back of the Isky catalogs along with decals and autographed pictures of Ed.
