It looks like and I'm sure it is a CMP truck. CMP is a "Canadian Military Pattern" . They were built useing Chevrolet and Ford engines and were exported all over the Commonwealth.

the nattily attired gent in the 34 Plymouth is demonstrating the stability of the fully hydraulic brakes on the 34 Plymouth. Introduced on the Chrysler and Desoto in 28, and Dodge and Plymouth in 32, a first in the low price field. By 34 were a fully sorted system.

Alternately, this might have been the inspiration for the OJ Glove defense...

He did that without moving or did he stop in front of them without holding onto the wheel, almost running over their feet?

Look at the photo. Specifically, behind the car. See those tirre tracks?
He was poppng along at 55 mph, raised his arms high and stomped on the brakes. Car stopped in a straight line. Then, OBVIOUSLY, this photo was posed for the cameras. Sorta like the hoto of MacArthur wading ashore in the Philipines. They did that shot in three takes.
    DUH.
By the way, the brake systems at Chrysler were invented by Roy Sanford. He was the father of duo-servo brakes. He worked at Raybestos for years and developed the brakes for the Boeing 747. They used a 427 BBC directly bolted to a brake disk. At high RPM they applied the brakes and stopped the engine.
