History Photos taken before WW2 - history in black and white

Anybody else wondering about this one? These old 2-8-2 type steam locomotives were pretty heavy, the firebox and boiler alone had to weigh a few tons. Seems like a lot of weight to be supported on 6 rubber tires!

Something about the axles on the tender sitting on the trailer doesn't look quite right either, as the wheels and track on the opposite side seem to be missing.

Any more info on this picture?
