    I'll bet "frozen" is a synonym for "mothballed". Late models waiting for the end of gas and tire rationing, or for their owner to return from overseas.

    Yeah, that might be it. Kinda curious though, most of the vehicles appear to be GMs. I wonder if they might've been 'frozen' for possible "induction" into govt/military service, possibly from local dealerships or assembly plants?

    Since it was supposedly 1942 (according to LOC, where I found the pics), that would make it quite early in the US' involvement in WWII and I'm not old enough to know when or how rationing started.

    I would tend to think that these were new cars that were rationed out for essential uses only, such as police, doctors, etc.
