Looks like bags, radials, and fake patina to me. That stuff doesn't bother me all that much, whatever someone wants to do to their car is their business, but the faux patina is really out of place on that car in my opinion. This is a case where just because a car doesn't look like it's in beautifaul shape, don't assume it can be bought cheap....I'd say that's a 20K+ car there, if it's even for sale.
For an all original running and driving one like that the NADA price starts at 21K. Average price is right at 40 k and one that is near perfect with all the bells and whistles mid 60's That's for a Century. The restorers love the ragtops in those big cars and that keeps the price up there. I'd think a non running but solid and complete roller would bring between 10 and 15K if it had a clear title. Way out of the reach of my wallet.
