I'll venture a guess since no one else has tried, 1955, by the hubcaps.

Blew it up to 400% and I can just barely see four portholes, which Skylarks didn't have. I think it's a '57 Century or Roadmaster.

I think about 1946---Just after WWII, guys were wearing all the surplus stuff.---And black leather jackets.

 

As someone has mentioned, those are '55 Ford hubcaps.
