From the pic they look like Cragers and somebody used washers on them.

Looks like an oblong hole... Might need those lugs with the shaft style.

Not knowing what type of wheel it is we are just speculating,,but it appears the wheel had a washer at one time.

Usually a wheel with a camphor do not need a flat washer. HRP

They definately had washers on them at one time but they sat on the surface of the mounting flange, not down in a recess???

Here's the lug nuts I plan on using, they fit flush with the back of the mounting flange without any washers or anything like that, but ??????

Be sure they do not bottom out against the drum or hub!

With out a washer, the hex will just dig into the wheel.

Your lugs are too long. Use a round washer not the oval ones.
I have never been a fan of that style of that unilug.

Because of the length and type of the lugs the wheels are probably designed to be universal.

You will need the thick flat washers. HRP

almost looks as if they were specific bolt-pattern wheels that someone modified to fit a slightly smaller pattern.

I have seen similar wheels with the oblong opening with no provision for a insert. The idea is they self center themselves on several size bolt patterns.

Yes,thick flat washers, check your lugs for tightness every once in a while and you will be fine as long as someone hasnt ran them loose and wallowed the holes out,the one shown looks fine from here, cragar still makes the unilugs like this.

So I need to use the round washers on the outside of the mounting flange, this will keep the hex of the lug bolt from digging into the wheel as well as recess the shank of the lug nut slightly on the inside of the mounting flange, and the bolt pattern will center the lug nuts in the oblong hole, is that correct???
The wheels have not been modified they were made that way...

They need washers, when Cragar sold the lug nut package it came with washers. If you don't it will chip the chrome and cragars are bad enough on their own with that.As said above make sure your lugnut does not protrude through the wheel.

Now you have it right! I sold tons of those "back in the day" same lugs are on my U.S. Mags on my '54.

Round washers will be okay, but the Cragar offset washers would be better. You rotate them whichever way is required for your lug pattern and they grip 360 degrees around and completely covering the oblong hole. Round washers will lay across part of the open hole and bend in at that point.
