Surface rust is best removed with 100's of rol-loc 40 grit 2" discs and lots of 80 grit. I prefer not to sandblast or chemically remove due to the problems outlined above. I do use a conversion chemical (Rust-Mort) to kill any residual rust. Lacquer is a possibility, I have a lot of it still.... the flower car was sold to a funeral home back east, cool old car.
