DMV or a notary can direct you .... you can also try the state trooper facility near you for information ....

A while back I looked into a few cars without ***les, and it didn't look very promising. DMV told me I was SOL. Broadway wanted something like $800-$1000 with no guarantee. I ended up buying a car with a ***le and not dealing with the headache.
I'm in Louisiana. Been a while since I did an antique, but I will try to help. Keep in mind I did this about 15 years ago, but I have done a few odd ***les recently. The main DMV office is in the State Trooper compound in Baton Rouge. All antique and other non-standard VIN numbers have to be processed by them. Pretty much all antiques have a non-standard (modern) VIN. It can be done through the mail, but I find it's better to go directly to the office. One lady that I knew that worked in the BR office told me to never go through the local tag offices on an antique, since they usually didn't know all the rules. La. can be a bear to deal with. On any auto ***le they pretty much want a notarized bill of sale. I think La. started issuing ***les sometime in the 60's and they will check for a current ***le on file (at least they did on mine). If there is a ***le, you will have get that signed and notarized by the owner listed on the ***le. If there is not a ***le on file, you should just need a bill of sale (notarized, always notarized). There is a special division of the State Troopers (Towing and Recovery) that deals with checking and issuing serial numbers. You will need an inspection by them and the paper work they will give you before the state will issue a ***le if you just have a bill of sale. If you have a (cough, cough) "questionable" ***le, you will be sent to Towing and Recovery, too. You'll have to explain to them where the ***le came from. I honestly don't know what you can do if you don't have a bill of sale, other than try to get one. As Fred said, call the State Trooper compound and ask for the antique car division of the DMV. The rules may have changed. They used to have a list of requirements that they can send you.
