It looks to me like what's left of a Motorcycle carbine head lamp.

bicycle most likely, but could have been used on a very, very early motorcycle....like pre-1905 or so

 

Very old. With the red lenses on both sides I'd guess motorcycle too.

 

Part of a very old carbide bicycle headlight. Pre 1920 most likely.

I don't think it's for a bike or a car. It appears to be an old railroad conductor/engineer utility light, like a flashlight ,before batteries were used.

 

Google "vintage bicycle lamp" or "vintage motorcycle lamp" and see some similar examples.
