I would start with looking to see if the cable is kinked or has a bind anywhere. Then I would disconnect it at the speedometer and pull the cable out and clean, re-lube it and re-install.

If there is no kink you might detach it at the Speedometer head and spray some WD-40 down the cable housing I have had that work several times in the past.

Graphite is still the best thing to use on the actual speedo cable itself. WD may be good at the speedometer head, used sparingly.

The graphite can cake up causing the problem.the WD loosens it up again.

I've used lithium grease in my speedo cable. WD-40 is not a lubricant and won't last long. Graphite is also good.

Lock Ease is not bad either. I use it just at the ends.

    Dupont teflon "non-stick dry-film lubricant"
This is what I use to lubricate all cables..speedo, shifter, etc. Anytime a cable is housed in a casing. Undo both ends if still in the car, and drip feed it till it runs out the lower end. It's a microscopic teflon powder suspended in alcohol (after you shake it up). The alcohol evaporates quickly leaving the teflon coating behind. It should last much longer than traditional lubricants.
downside...trying to find it!! Lowe's carried it until about a year ago..6-8bucks a 4 oz. bottle. I'm finding it listed by motorcycle shops on ebay 22-26 for same thing.

It is available in an aerosol, not sure how that would work for drip feeding a cable.

Nice to find an alternative that uses the new technology. With an aerosol, try fitting a wand to the nozzle.

There is a little hole right on top of the cable housing which oils the base where the needle moves up and down. I don't know if anyone mentioned that but mine used to bounce and made a grinding noise when it was a bit chilly but, it would quiet down once the temp rose. You have to look hard to see it I put in WD-40 or 3-in-1 oil. you can't see it from the bottom you have to remove the whole speedometer housing.
