Technical Early Chevrolet straight axle useable?

Picked this up at a auction.Had been used under a small trailer and was welded so the wheels won't turn.My question is do builders use this axle?

 

Must be a mid late 30s. Brakes are different from my 28 29 stuff. Earlier axles can have early 50s spindles , backers and hydraulic brakes fitted

 

Must of been REAL hard to tow that trailer with out wheels that turn ...
