Changed an 18" wheel to a 16" for the Chrysler in avatar. A bit of work, but turned out well.
Just got done adapting the wheel to fit a GM tilt column

So are you changing the shaft and box? Do you need ideas on how to fit the old wheel to the newer shaft?

As of now I have attached original wheel and column to slip shaft into power steering box. The wheel turns very freely (think bank vault) and with the larger diameter it takes more revolutions to make a turn. It will obviously turn the wheels but just thinking of overall performance as in accident avoidance etc. didn't know if you guys had some tricks to get it to feel like a normal wheel

How many turns, lock to lock on the new P/S box?

A smaller wheel will feel better, but won't change a slow ratio box to a quick steer box :)

I reduced my 41-48 Chevy car wheel which had two spokes. I found a smaller wheel that also had two spokes. I cut the old big rim off, (cut off both wheels). I cut and welded right near where the spokes attach to the rim, about an inch or two away from the rim.

Cut away the plastic from the steel inner core, just enough to weld. Then use fibergl*** type bondo filler, but don't quite fill completely, so you can skim coat later, with normal smooth body filler.
