Rootie, could that be Jack Sutton working on his massive Edwards English wheel? If so, I don't think I've ever seen any photos of him in his shop. Sutton had his hand in body building for quite a few Indy, sprint, and sports cars but is often overlooked today.

There are some who credit Sutton with introducing the English wheel to the United States.

I've been told that Sutton did the body for the Nyquist big car that his friend Barney Christiansen built for the Eastern AAA Circuit. He might even be working on it in your photo as that sure looks like a dirt car tail buck in the foreground. And it also looks like Sutton was in the process of forming the headrest/tail center when the picture was taken.

 

Back in the 50s Sutton made the cover of Hot Rod magazine when he built the body for Ak Millers Mille Milga car.
