Sandblast and use the high build primer is what I would do. Sand blast to get the rust out of the pits so it doesn't rust right back in a short period.
JB weld cracked on a steering wheel I re-did after encountering some heat...I wouldn't use it again..
Blast them for sure! Pits thin/weaken the metal so be sure they are strong enough to use. You might even find a hole or 2 to weld up. CRE primer by PPG. (Corrosion resistant epoxy) and it builds like crazy and sands easy. It's epoxy and id like it better than 2k urethane on pitted stuff. Your tire mounting guy will still need to be careful

if the pits are just cosmetic, i would use, yes i am going to say it, plastic filler or the dreaded bondo. a quick swipe with a small amount on the end of a finger will fill those quick. if careful and with practice, you should be able to apply so it needs little sanding. i found this to be the quickest way, then prime, sand, paint.
bingo! JB weld original formula, smear it in there and sand it smooth. I use it a lot for powder work and filling pits and then baking.
depends if you go to a shop that puts it on silly thick or if you go to a shop that does art with powder. It can be sprayed heavy, but it always looks like poop and the powder may bridge across the gap of center and rim. Sometimes, on small blems, I will use a layer of powder, bake to cure and then wet sand smooth and powder again, using the first layer to fill in the tiny pits. If they are to deep, but rim is still good, use JB weld. then powder

Yes these are innies and have been very hard for me to find. I really want to make these work. I got them pretty cheap and willing to spend some money to get them back to their original glory. .
