Have you done a search for repairing old steering wheels. It's not that hard to do if it's just cracks, or small pieces missing.

Ebay. Just keep searching every day and stuff eventually pops up. Unfortunately, it's today's swap meet. www.cadillaclasalleclub.org has for sale and wanted forums.

I don't know if it is the best place or cheap, but I went there a few years ago to collect some parts for a friend and I was amazed by the quantity of parts they have: http://www.allcads.com/
With regard to the steering wheel you can repair it as BJR said or re-cast it

Go over to the Cadillac-Lasalle clubs website, they have a forum, very similar to the HAMB, great bunch to get all sorts of info from, they also have a buy and sell section, lots of 41 arts on it.You might have to sign up first to get full access, but it is easy and well worth it, good luck Harvey

Thanks. A lot of the hard plastic is missing on the steering wheel, so i think it's a hard one to restore.

Looks a little weird, but the phone number is Don Lomax's voicemail. See if you can talk to him, see what's up. Who knows? The Shadow knows.
