Just up the road from me is Signal Hill, now it is mostly residential with only a few rigs with and a park with a couple of cool statues to remember what it once was...

 

Rootie, I know that Bettenhausen, Russo, and Ruby drove this car in 1961. Somehow the driver in this photo doesn't look like any of them. Is there someone else in the ****pit?

You're right, it doesn't look like any of those. Did some investigating and I believe it is Wayne Weiler, the second shot is of him in Hopkin's #15 1961 at least the helmet looks right anyway.
