Technical Drop Column Adjustment?

How the heck does the drop column come apart? I need to shorten the space between the steering wheel and the column clamp.

On the clamp side of the drop, plug weld a nut on the rounded nub, and unscrew the 5/16 NF bolt. Once you get the bolt out, drive a flat blade screwdriver in the slot to spread the clamp.
