hi my car (65 chev bel air) came in bits with most of a retrimmed interior.
the crash pad (or dash board cover) seems to be non auto grade vinyl .loosing it entirly is not an option (you should see the mess underneath !)
when left in the sun ( every day here in australia ) the gl*** fogs up badly
i keep a can of gl*** cleaner and a rag handy but its driving me nuts!
tried prepsol (painters wax and grease remover)small result
i am thinking i need to either leach out all the voliatile fog molecules with thinners dry ice or a lazer beam of some kind ....or seal the ****ers in
    any thoughts or experiences ?

In order to keep vinyl soft,a plasticizer is added to the vinyl. When vinyl sits in the sun ,the plasticizer comes out in the form of a gas and stick to your windows. The plasticizer is similar to Armor-All. That's why you use Armor-All to keep vinyl soft and keep it from cracking. Eventually, your dash pad will crack and deteriorate any way.
It sounds like you got a cheap replacement pad with lots of this stuff in it and it's coming out. It will also look like an oily residue.
I know this doesn't solve your problem,it just explains what it is.

My girlfriend back when I was in high-school used to make my car windows fog up too. I never really considered it a problem though:p

Use one of them folding sun shades when you park the car like they use in Florida or Arizona.
