Technical fender Identification

Anyone have any idea what these fenders might fit that I found in my dad's parts stash?

 

Front fender looks like '31 Chevy, especially looking at the spare tire hardware.

 

The rear fenders don't seem to have provisions for attaching them to running boards.

Could they be truck fenders? HRP

 

I thought truck or maybe even trailer but an old timer thought very early car
